About the MEDC Board

The Manvel Economic Development Corporation (MEDC) is a Type B sales tax corporation created under state law to promote jobs, private investment, and quality of life in Manvel. The MEDC Board of Directors oversees how Type B sales tax revenues are programmed, evaluates projects, and makes recommendations to City Council on economic development priorities.

Board members help guide incentive agreements, capital projects, and strategic initiatives that support Manvel’s long-term growth and “City on the Rise” vision.

Board Composition & Eligibility

MEDC is governed by a seven-member Board of Directors appointed by the Manvel City Council for staggered two-year terms, as authorized by Chapters 501 and 505 of the Texas Local Government Code and the MEDC bylaws.

  • Seven (7) directors appointed by City Council for two-year terms.
  • Each director must be either:
    1. be a resident of the municipality;
    2. be a resident of the county in which the major part of the area of the municipality is located;
    3. reside:
      1. within 10 miles of the municipality's boundaries; and
      2. in a county bordering the county in which most of the area of the municipality is located.
  • At least three directors must not be City of Manvel employees, officers, or councilmembers.
  • Directors serve at the pleasure of City Council and may be removed for cause or at will.

Key Functions of the MEDC Board

As outlined in MEDC’s bylaws and the Development Corporation Act, the Board’s core responsibilities include:

  • Project & Incentive Oversight – Evaluating and recommending projects, incentive agreements, and public-private partnerships that create or retain primary jobs, expand the tax base, and improve quality of life.
  • Budget & Use of Type B Funds – Adopting an annual corporate budget for City Council approval and ensuring Type B sales tax revenues are spent on eligible economic development purposes.
  • Contracts & Agreements – Authorizing agreements and contracts related to MEDC programs and projects, subject to City Council approval where required by law.
  • Reporting & Compliance – Providing regular updates to City Council and submitting required reports to the Texas Comptroller and other agencies as required by statute.

Meetings & Time Commitment

MEDC typically meets on the 3rd Wednesday of the month at Manvel City Hall. Special meetings may be called as needed.

Directors should plan for 1–2 hours per meeting, plus time to review agenda packets and background materials.

MEDC meetings are conducted in accordance with the Texas Open Meetings Act and are open to the public.

Expectations & Ethics

MEDC directors are public officials and are expected to model high standards of ethics and transparency.

  • Comply with the Texas Open Meetings Act and Texas Public Information Act.
  • Disclose and recuse from items where a conflict of interest exists under state law or local policy.
  • Use MEDC resources only for official business and avoid any appearance of personal gain.
  • Maintain the confidentiality of non-public information and sensitive negotiations as allowed by law.
  • Maintain good attendance and active participation; members serve at the will of City Council.
