Purpose
The Capital Improvements Advisory Committee serves in an advisory capacity to the City Council on matters related
to impact fees, land use assumptions, and capital improvement planning, as provided by Chapter 395, Texas Local
Government Code. The committee:
- Advises and assists the City in adopting land use assumptions.
- Reviews the capital improvements plan and files written comments.
- Monitors and evaluates implementation of the capital improvements plan.
- Files semiannual reports on plan progress and reports any perceived inequities in implementing the plan or imposing impact fees.
- Advises the City when land use assumptions, the capital improvements plan, or impact fees should be updated or revised.
- Files written comments on proposed impact fees at least five business days before the related public hearing.
The City makes available to the CIAC professional reports and supporting materials related to developing and
implementing the capital improvements plan.
Membership & Structure
The City Council may designate the CIAC in one of two ways, consistent with state law:

Planning, Development & Zoning Commission (PD&Z) as CIAC.
For so long as the City maintains a Planning, Development & Zoning Commission, that body may serve as the CIAC. In this case:
- At least one member must represent the real estate, development, or building industry and may not be an employee or official of a political subdivision or governmental entity.
- If no such representative serves on PD&Z, an ad hoc voting member meeting these criteria may be appointed when the commission acts as the CIAC.
- If impact fees apply in the extraterritorial jurisdiction (ETJ), at least one representative from the ETJ must be included.

Separate 5-Member Committee.
Alternatively, the City Council may appoint a standalone five-member CIAC. In this case:
- The advisory committee is composed of not fewer than five members.
- At least three of the members must reside within the City of Manvel.
- Members are appointed by majority vote of the City Council.
In all cases, not less than 40% of the CIAC membership must be representatives of the real estate, development,
or building industries who are not employees or officials of a political subdivision or governmental entity.
