At the regular meeting on September 2, 2025, Manvel City Council approved an ordinance that will increase water and sewer rates effective October 1, 2025. Customers will see the updated rates reflected in their November billing statements. This increase is necessary to address rising infrastructure maintenance and service costs as the City continues to grow.
Under the new ordinance, both the base rate and the volumetric rate will increase:
- Base Rate: The base rate includes the first 2,000 gallons of water used each month. This rate will see a 9% increase in the flat fee that covers essential maintenance and administrative expenses.
- Volumetric Rate: The volumetric rate is calculated for water usage beyond the base rate of 2,000 gallons. This rate will see an 18.5% increase.
For residential customers, the new base rate for water service will be $35.58, an increase of $2.99 per month. Sewer base rates will continue to be calculated using the wastewater averaging model.
For commercial customers, the new base rate for water service will be $42.70, an increase of $3.59 per month, and the base rate for sewer service will be $49.82, an increase of $4.19 per month.
The volumetric rate for both residential and commercial service will be $3.98 per 1,000 gallons beyond the base amount, a $0.64 increase from the current rate.
