At the City Council meeting on December 4, 2023, City Council concurred with City Manager Dan Johnson in a decision to promote Chad Dumont and Rosa Donaire to the positions of Personnel Director and Finance Director, respectively, and the appointment of Police Chief Keith Traylor to the position of Director of Public Safety.
Personnel Director Chad Dumont brings with him a wealth of experience, having worked in Human Resources in the oil and gas industry for a staggering 21 years before joining the City of Manvel in February of 2021 as Human Resources Manager. Since his arrival, Chad has played a pivotal role in the City's growth, with the organization having more than doubled its staff since 2021. His contributions to recruiting, onboarding, and employee development have been instrumental in building a strong and capable workforce.
Finance Director Rosa Donaire joined the city less than a year ago as Finance Manager. She brings with her 28 years of experience in the accounting industry, with over 14 years in government accounting and nine as Assistant Finance Director. In the eight months since her arrival, Rosa has demonstrated exemplary performance in guiding the City's budget process for the 2023-2024 fiscal year, collaborating with directors and City Council to establish a fiscally responsible budget and tax rate, showcasing her financial acumen and dedication to the City's fiscal health. She serves on the South Manvel Development Authority (SMDA) and Tax Increment Reinvestment Zone 3 (TIRZ3) boards.
Director of Public Safety Keith Traylor is a familiar face in the City of Manvel, having served as the City's Police Chief for over ten years and has a combined 43 years of service in public safety. Under his guidance, the Manvel police force has ballooned from just 12 sworn Officers and three Dispatchers to 34 sworn Officers, eight Dispatchers, one Records Clerk, and one Administrative Assistant, establishing a meaningful, positive presence in the community. Keith has consistently strived to improve the department’s service, and his next undertaking involves the construction of a state-of-the-art police station, underscoring the City's commitment to public safety.
