The City of Manvel is making it easier for you to pay your water bill! In December 2022, the City of Manvel began its internal transition from USTI’s Asyst platform to the Tyler Technologies Municipal Payment Portal as its primary financial software for utility billing payments. This internal transition is complete and Manvel utility customers now have the ability to begin migrating their current Asyst accounts to the Municipal Payment Portal. With this transition, online utility billing payments will need to be done through the Municipal Payment Platform customer portal. The platform provides new benefits to Manvel utility customers such as automatic reoccurring payments through credit and debit cards, multiple accounts management, intuitive platform navigation, user-friendly account setup, and so much more! Along with a host of new benefits to customers, this transition comes with a new website URL and payment portal at municipalonlinepayments.com/manveltx/utilities.
To register, customers will need to visit municipalonlinepayments.com/manveltx/utilities, select the “Sign in or Sign Up” option on in the middle of their screen, follow the link that says “Register,” and enter their name, phone number, email, and create a secure password. Once registered, customers can use their residential address to add their new account. Your account number will be different from the one registered on the Asyst portal. If you are not able to register with your residential address, you can find your new account number listed in the top right-hand corner of your last water bill (mailed in December 2022). This account number will also allow you to register your new account on the Municipal Payment Portal.
We know transitions can be difficult and confusing, so during the first billing cycle of this switch, late fees will NOT be charged. Additionally, if you decide that online payments through the Municipal Payment Portal are not for you, the City continues to support its previous payment options such as electronic bank drafts, in-person payments at 20025 Morris Ave., and payments processed by mail to:

Why should I register?
A: Customers who wish to pay utility bills online must register for an account on the Municipal Payment Portal platform. Account holders who do not wish to pay online are not required to register on the Municipal Payment Portal. Multiple alternative utility payment options are available to customers. However, all utility customers are encouraged to register for the new portal in order to take advantage of the system’s benefits!
Why is the City of Manvel switching to the Municipal Payment Portal platform?
A: As the City grows, its needs change. With so many new residents joining our community, we have outgrown our old software. The new software allows the City to expand, grow, and incorporate more features than the software we have currently.

What is the final day that I can use my Asyst customer portal?
A: The previous portal link will no longer be active after the current utility billing cycle. You will need to migrate your account to the Municipal Payment Portal at www.municipalonlinepayments.com/manveltx/utilities.
Will I need to set up a new account on the Municipal Payment Portal platform?
A: Yes, customers will need to create a new login and password on the Municipal Payment Portal where they can link their accounts to the new platform. This account number will be different from the number you are familiar with on the Asyst portal.
Will my login information transfer over to the new Municipal Payment Portal platform?
A: Resident’s current billing information will transfer over, but any logins or passwords created to pay bills using the previous platform will have to be reset with the new platform.
Will my automatic payments transfer to the new platform?
A: On the previous platform, automatic payments were only offered with bank account drafts. If residents wish to continue using this method, their information will be transferred. If residents prefer to set up autopay on their credit or debit cards, they will need to contact the Utilities Department to cancel the bank draft and set up a user profile on the new platform which will enable automatic payments using cards.
Will my balance be transferred to the new platform?
A: All outstanding balances and account information remaining on the previous platform have been transferred to the new billing software, which will appear on the new platform.
I have a surplus credit on my account, will that be transferred to my new account?
A: All account balances, including credits, have been transferred over to the new billing software.
